Scourgebane Consumables inconsistent?

Sorry in advance if this leads to some nerfs, but...
is there a reason that Scourgebane Infusion (the SP variation)
( https://www.wow-mania.com/armory/?item=22778 , https://www.wowhead.com/item=22778/scourgebane-infusion)
counts as a Battle Elixir while Scourgebane Draught (the AP variation)
( https://www.wow-mania.com/armory/?item=22779 , https://www.wowhead.com/item=22779/scourgebane-draught )
does not?
Resulting in the option to stack the bonus AP with flasks/elixirs, but not the SP.
Reading through sources it seems, that both are supposed to stack.
