Cold Weather

Where is possible to get cold weather spell for use flying mount in Northend?
I've searched for Braila Cloudwing in Stormwind but seems to not to be where she should to be. Maigra Keenfeather at Valiance Keep in Borean Tundra seems to not have the spell available.
Im missing something?

Big blue dragon on the flightpad in Dalaran. 1000 gold and lvl 77 for your first toon. When you reach 80 you can buy tomes for your alts to fly at lvl 68 1000g each.

I've rached lvl 77 now but im alliance and cant go to buy cold weather in Dalaran. Any suggestions?

You can't get to Dal or the big blue dragonhawk won't sell it to you? It's actually an NPC Hira Snowdawn sitting on the hawk.

I've found it from Pilot Vic, located near River's Heart in Sholazar Basin.
