Can't locate the NPC Vile

Hello,
I'm working on the "Free Your Mind" quest, but I can't seem to locate the NPC Vile. QuestHelper is giving me incorrect directions. Any assistance would be greatly appreciated!

All the NPCs are spawning correctly.
If you need a visual of where Vile is, you can check for the quest name on Youtube, this is the easiest way.

I also encountered this bug, try logging out and then re-entering the game or waiting for the NPC to respawn.
