My Cowl isn't contributing to my set bonus. It's transmogged. Is that why?

I work during those times. It's a pain in the ass. I checked and I've been trying for this achievement for 5 years (4-29-19). It's AV that makes this near impossible.

Got everything but AV now. AV is the pita to get.

I'm at work at that time, but I can take lunch early and hope for the best.

What's the best time to try? I've tried for the last two hours and got 5 H and 4 A for AV. Can't even get close.
