The vote sites are not controlled by Mania, therefor all we can do is explain how to vote correctly.

Wow-Mania is a WOTLK 3.3.5 server and will remain this way.

The patch numbers 2.9.9 you see are nothing to do with the xpacs, they are patch numbers the owner uses when he added new mounts, pets, tabards etc..

Remember to vote every 24 hours not every 12 hours.
